Aerojet Canal Closed?

Aerojet Canal Closed?
I decided to go down to aerojet canal today since I hadn't been there is a while. I was a little disappointed to see that it has been closed off. Does anyone here know why they closed it off?

Off of US1.....the exit by the bridge Why is there a different way to access it?
