9 wt would probably be better at both, and yes, in general, a floating line for inshore/flats and a sinking line for offshore use but a 9 wt is not gonna handle very large of an offshore fish, not enough lifting power

recommended setups are a tfo ticr 9 with a sea level or tfo or used older abel big game. They will be your best bang for buck. Good luck

9wt is fine but just like other conventionl tackle you will need specific gear for certain target fish. Sailfish or bigger game you going to need a 10wt or bigger. Also, it will help you punch through the wind since you will casting out larger flies. I used to carry a spare spool one with floating and the other sinking for quick change. When the bite happens it will take time to change your flyline. Good luck on your new hobby. I have spent thousands of dollars on fly gear. It is super addicting.
