Surf fishing setup for <$250?

I'm in Broward, i looking for a general purpose beach setup to chunk bait. Suggestions? There are quite a few rods to choose from, but thorough reviews are few and far inbetween. What I do know is I want something that is 2 piece. As far as reels, I want a spinner. I like what I've read about the Daiwa bg salt reels and fin nor lt80/lt100. I'm not targeting a specific species, I just want something decent that will be reliable.
