The fish on the bottom pic look like ocean fish/ inlet fish. Notice the drop net. They dont have those things in South America. It's someone from the North. There are only 2 people in the Dania area that can catch that many fish. One is in jail and the other guy in GA.

Unfortunately, once the cut and paste job was saved as a Jpeg, it permenently deleted what ever was under the fish face. The only way to recover it would be if you had the original file saved in photoshop and it still had all its layers and had not been 'flattened', and I don't think you will get him to hand over his photoshop file, so, unless I'm somehow completely wrong, there is no way to restore his face using this jpeg file.
