New Grouper rules?

I believe I heard that Grouper are now banned in under 300 feet of water (no idiots, not the grouper themselves, but catching and keeping them. Imagine trying to stop all groupers from swimming in to shallow water .). Is this true? Or is it a case of bad hearing, or acid flash-backs (just kidding)? Is this for recreational grouper as well as commercial? Is this only for Gag grouper? If not which grouper does this apply to? Anyone got any ideas on this? For both FL coasts of course.

The only thing i've heard relating to Grouper recently was from the West Coast and that was on the new rules of how to properly release them.

The news report I heard was whilst out on the west coast. But I could have sworn I heard more than just how to release them. Any one else got any ideas?
